Reverse Auction Bidding Flunks Army Test
The U.S. Army Corps of Engineers has joined the growing chorus of agencies (and organizations such as NECA) that have come out against using reverse auctions to procure construction services. After conducting a lengthy pilot program, USACE concluded that reverse auctions fail to realize any additional savings over the sealed bid process and may create additional problems.
